Random Behaviour: EVC not being created sometimes in one PI.

The creation of the complete EVC works well at times, but other times it is observed that in either of the PIs only a half UNI(Bridge is created but no ports are assigned to it) is created and no EVC at all. It may also create a full UNI but no EVC. It is observed even when we create an EVC after a fresh karaf is unzipped and also when EVC is deleted and then created. This behavior is observed at random and no particular pattern is noticed.
