    Description

      VPNService adds table miss entries to Table 20 and 21 which send ARP packets to controller but doesn't handle them. Either it should handle ARP pkts coming from these tables or should not use these table miss entries.

      Also, having these table miss entries makes vpnservice unsuitable for compatible-with-all in integration-tests.
