Flow not correctly installed for LLDP monitoring of ITM tunnels

Steps
Configure ITM tunnels by specifying the tunnel end points through ITM yang
Bring down one tunnel end point.

Verify the following
IETF interfaces operational state – Initial the interfaces should be UP.
After the tunnel end point is brought down the interfaces operational state should be DOWN

RESULT
IEFT Interfaces state do not change.

Observation
The issue is due to the flow not correctly installed to PUNT the packets to the controller. Hence, LLDP monotoring is not able to detect the interface going down.
