DCGW routes are not getting programmed in CSS flows

EFFECT:
DCGW routes are not programmed in CSS. Hence VM-DCGW traffic is impacted

DESCRIPTION:

• Create ITM (VxLAN) between 2 DPNs. Create MPLSoGRE tunnel for CSS-DCGW
• Configure BGP
• Create Network, Subnet, Port via openstack and nova boot a VM
• Configure L3VPN from COM CLI and associate the subnet to it
• Fib entries contain the DCGW routes. However, not programmed in CSS

Observartions:

• pcap doesn't have a flow add for table 21 DCGW routes from CSC - both CSS
