VTN Coordinator sub daemons may not terminate when the main daemon crashes.

VTN Coordinator consists of the master daemon process and some sub processes.
Sub processes are expected to terminate when the main daemon crashes unexpectedly. But those daemons will not terminate if the main daemon crashes in its shutdown sequence.
