get-manager-version RPC sets an empty string to version qualifier

      get-manager-version RPC returns version of VTN manager bundle. If version qualifier in BundleVersion returned by the OSGi framework is an empty string, get-manager version RPC sets an empty string into "qualifier" field in bundle-version. In this case null must be set into "qualifier" field, not an empty string.
