FlowFilter configuration is not getting created, when portmap is created after flowfilter.

    Description

      Scenario:

      1) Created VTN, VBR, VBRIF, Flowlist and Entry, FLOWFILTER , FF ENTRY, (VBRIF added in controller)

      2) Created VBRIFPORTMAP, thus flowfilter is not getting created and not added in controller.
