    Description

      Current implementation of 'type bits' end up redefining bits for the second time, performing some amount of fudging around missing PositionEffectiveStatements.

      Reactor should be giving us enough mechanics so that we can create appropriate implied PositionEffectiveStatements so that that this fudging is not needed.
