yang-parser-impl should not use Xtend

    Description

      We use Xtend only in ParserUtils. The only reason we use it is dynamic dispatch, all 3 choices. This does not justify lugging along the xtend runtime nor the increased complexity. Rewrite ParserUtils in Java and get rid of the dependency.
