yang.common.ErrorTag is not Serializable

The ErrorTag introduced in YANGTOOLS-1303 is meant to be routinely attached to Exceptions. Since exceptions are serializable by default, the lack of serializability leads to BAD_FIELD errors from SpotBugs.

Make ErrorTag properly Serializable.
