Promote UnknownEffectiveStatementBase

UnknownEffectiveStatementBase has lost its ties to yang-parser-spi in YANGTOOLS-1137, allowing us to move it to yang-model-spi, where it belongs.

Move it and reduce extension coupling to yang-parser-rfc7950, as extensions can freely use without relying on RFC7950 implementation proper (except for testing).
