'choice' not allowed in 'choice' with yang-version 1.1

    Description

      RFC7950, i.e. YANG 1.1, allows for a 'choice' statement to appear directly inside another 'choice' statement. This was not previously allowed and it seems we have missed that since the initial implementation.
