Make InstanceIdentifier.PathArgument implement Comparable

It seems that all the subclasses of PathArgument can be made Comparable, which in turn will allow us to make InstanceIdentifier Comparable.

This would be a major feat, as that will define total ordering of all data, thus eliminating the various ordering issues we are seeing in the tools.

Finally, it will allow use of TreeMaps and other things which require total ordering.
