Identity's base statement is not validated

Having the statement:

identity linkstate-address-family

without actually having address-family defined (or imported, in this case), succeeds and generates LinkstateAddressFamily as a top-level identity, which breaks when you try to properly use the code. As soon as the base known, everything works.
