Make InMemoryDataTree (mostly) lockfree

The read path of in-memory data tree can be made completely lock-free if we can properly encapsulate the internal state.

This will not only allow us to eliminate a lock in the read path, but also allows us to downgrade the read/write lock to an ordinary monitor, making the write path faster, too.
