Bump required maven version to 3.1.1

    Description

      maven-plugin-api-3.0.5, which we are currently using is pulling in sis-guava-0.9.9 which is sorely incompatible with our current runtime guava (14.0.1). This leads to run-time failures in components which are used in both ODL runtime and by maven plugin.

      Bump the required maven version to 3.1.1, which will close the gap with guave 11.0.2, providing much better match.
