    Description

      short: When adding an LSP, the request is not parsed correctly and therefore not sent. Restconf returns: <output xmlns="urn:opendaylight:params:xml:ns:yang:topology:pcep"><failure>unsent</failure></output>

      steps to reproduce on ODL master:
      1. feature:install odl-bgpcep-pcep-all
      2. feature:install odl-restconf-noauth
      3. create LSP as described here: https://wiki.opendaylight.org/view/BGP_LS_PCEP:Programmer_Guide#Creating_LSP_2
