yang-common: provide optimized YangInstanceIdentifier serdes class

We seem to be repeating the same URI when serializing a lot of PathArguments. It would be nice if we could give users a utility class, which could have a customized stream, which caches QNameModules and similar.

Clustered datastore has already some of that, so we can steal some code.
