Do not create duplicate declared statements

Heap dump analysis is showing that heavy use of groupings and uses results in 33-to-408 duplicate

StatementImpl instances – for example in BGPCEP's linkstate model. Fix instantiation logic such that we do not produce duplicate instances in the same schema context.
