Milestone: Add support for RFC7952 extension

The metadata model allows for arbitrary metadata to be added to data. This is required for making the IETF network model to work (in RESTCONF). Define the effective model for metadata, expose it through yang.model.api (or an extension thereof) and add a parser plugin to handle the extension.
