Add support for restconf:yang-data extension

RFC8040 defines an extension, yang-data, which provides structural definition of data not otherwise instantiated in the data tree.

Support for this extension is required to correctly parse YANG-modeled anydata, such as the requests in RESTCONF spec. Implement this extension in the base parser.
