YANG parser should validate leafref paths

We should be able to validate leafref path expressions to see if their use in instantiated leaves points to valid data.

This mechanics should not be hard, as once we address YANGTOOLS-972 we can turn LocationPath into a set of Prerequisites and the reactor would figure out the rest.
