 Description   

This has happened in recent BGP scale test (1node) after a reboot (which deleted data, so it should be as if initial boot with featuresBoot).

The symptom visible for Robot was just 401 [0], but the karaf.log [1] contained AAA-132 messages:

This time, the component never unblocked, and the messages suggest perhaps AAA is the guilty part:

This has been fixed apparently, as I have not seen this failure in a few months now.
