 Description   

WebContextSecurer is used by downstreams. Employ the same hack we did for AAA-250 to expose WebContextSecurer via OSGi Declarative Services.

This will unblock users.

While we are at it, also redo AAA-210 and convert ODLAuthenticator into a component.
