(Maybe General would be better component, as I hope data-change-counter would also work with pcep-topology.)

Helium uses Karaf, and Karaf ordinarily installs only bundles referenced by features being installed. However, there is nothing like odl-bgpcep-data-change-counter feature (yet).
Create such feature please, complete with 50-topology-data-change-counter.xml config file included to avoid issues caused by CONTROLLER-930.
