Description

Feature odl-bgpcep-pcep-topology-provider pushes 39-pcep-provider.xml config file, which refers to global-instruction-scheduler service, which is only created when odl-bgpcep-programming-impl feature pushes 30-programming.xml config file.
But there is no guarantee odl-bgpcep-programming-impl is installed before odl-bgpcep-topology-provider.
In fact odl-bgpcep-pcep-all installs them in the opposite order, which currently leads to: Exception in thread "config-pusher".
