Simplify client reconnection strategies in BGP and PCC simulator. Remove dependency on protcol-framework library. |

The BGP should have per-peer configurable "Retry Timer", with some default value. The pcc-mock should preserve current configuration reconnect style as defined in https://wiki.opendaylight.org/view/BGP_LS_PCEP:Testing_components#pcep-pcc-mock |
