 Description   

https://tools.ietf.org/html/rfc4364#section-4.2 defines an encoding of Route Distinguisher. Define such type in ODL BGP (including pattern), also provide encoder/decoder utility.
The RD is required by https://bugs.opendaylight.org/show_bug.cgi?id=4825 and https://bugs.opendaylight.org/show_bug.cgi?id=4826
