 Description   

If we reconfigure a peer when its connected we will
receive many Failed to send Update Message as routes it has.

Step to reproduce the bug.

  • Configure RIB through restconf
  • Configure 2 Peers throught restconf
  • Connects 2 peers with routes
  • Reconfigure one of the peer
