 Description   

https://tools.ietf.org/html/rfc2918 defines a way to request complete table dump to be initiated.
https://bugs.opendaylight.org/show_bug.cgi?id=4592 implements Route Refresh request handling from a neighbor.

Enhance implementation to support such operation execution by ODL BGP user.
