 Description   

During the PCEP tunnel creation, if a user does not provide LSP object in the request payload, the correct PCEP error code should be given to the user (LSP object missing). Right now it is displaying "Input missing optional tag.", which is not very straight forward to end-user.

Confirmed with Milos, the correct PCEP error code should be thrown
