 Description   

Steps to Reproduce:
1. Configure an XRv(any peering device) with incorrect Management IPv6 address and configure BGP. The session will be in IDLE state and complain "No global IPv6 address configured" on the XRv.
2. Clean the BGP configuration on the XRv.
3. Correct the Management IP address on the XRv.
4. Reconfigure BGP configuration on the XRv.
5. The session gets established but starts flapping. Refer the PCAP file and karaf logs to confirm that a NOTIFY message is sent by the controller and it is not able to handle the session well.

Issue is no longer seen in Carbon SR1
