 Description   

The BGPCEP-590 fix [0] has removed it, even though it should have removed just the config subsystem part of it.

CSIT relying on data change counter are currently failing [1] on nitrogen due to this.

Nitrogen patch was merged via https://git.opendaylight.org/gerrit/62275 I've updated the Nitrogen carbon spreadsheet to move this bug to the "To be verified" section.
