 Description

In preparation of COE-39, we need to be able to easily get OpenShift running on an OpenStack (RDO) Cloud. This is without CoE, just basic OpenShift with its current OVS SDN.

We cannot use minishift or oc cluster up for this, but need a "real" OpenShift install.

This is not a short priority (for me) anymore; I'll instead initially focus on COE-10.
