 Description   

We would like to have a COE distribution running without Karaf & OSGi.

This would be ideal for COE-33 (but it's not a hard pre-req for that task, we can start as-is).

https://github.com/vorburger/opendaylight-simple has a basis for this, which needs upstreaming.

There is also still work to be done in OFP, OVSDB & NetVirt projects.
