suggests installing Jolokia bundle, and using it to monitor status of shards.

Waiting for shards is a useful workaround for bugs such as 2284, 2283 (and possibly more, to be discovered).

ODL should be able to run without access to external Maven repositories, but as Jolokia bundle is not dependency of any ODL clustering feature, using the workaround is difficult without Internet access.

Accidentally, Jolokia bundle (of different version) is already present in /system repository, but it is not obivous which feature can cause it to install.

Overall, I guesstimate the severity of this issue to be 'Minor'.

Jolokia is available as part of karaf bundle. So, why do we need internet access and access to external repositories for it? Is it because the exact version mentioned is not in the opendaylight karaf distro?

Yes. Page says:
bundle:install -s mvn:org.jolokia/jolokia-osgi/1.1.5
but 1.1.4 is present in Helium. In future, version present could change to 1.1.6 or so.
This would be more friendly:
feature:install odl-clustering-jolokia

The patch to add a jolokia feature was merged a while ago which seems to satisfy this bug so I'm unsure why it's still open. Closing as resolved - if I'm missing something and there's still remaining work to be done, please open a new bug.
