 Description   

A transaction should only be created on a transaction chain after the previous transaction in the chain is made ready. CDS breaks this contract in some cases.

CONTROLLER-996 implemented a solution for this issue and it helped but, unfortunately, it wasn't complete. If a client (e.g. FlowCapableInventoryProvider) creates, modifies and submits (readies) chain transactions quick enough, it can cause the 2318 solution to break down.
