Name is bit confusing, I believe your intention is to provide clustering configuration via config subsystem. Current title actually may mislead into thinking that clustering configuration will be part of "config-subsystem". |

There does not seem to be any specific advantage to doing this so marking this as WontFix. The ConfigAdmin approach that we currently use for CDS is quite adequate. |
