 Description   

Sporadically "mvn clean install" will fail in sal-distributed-datastore test cases.

The following test seems to fail often (but sporadically):

Failed tests:
TransactionProxyTest.testReadyThrottling:1685->throttleOperation:1314->throttleOperation:1354 took less time than expected 2000 was 2000

I ran the TransactionProxyTest over 200 times w/o failure so I think it's good to go.
