Making this configurable allows us to use lower percentiles for back-pressure which allows more transactions to go through and thus improves performance. Using a lower-percentile may require an increase in the transaction timeout interval to account for outliers (which using the 95th percentile by default was trying to achieve) |

Instead of making the percentile configurable which would have been hard to configure right in any case I changed the algorithm for computing the rate limit. See here, |
