Making this configurable allows us to use lower percentiles for back-pressure which allows more transactions to go through and thus improves performance.

Using a lower-percentile may require an increase in the transaction timeout interval to account for outliers (which using the 95th percentile by default was trying to achieve)

Instead of making the percentile configurable which would have been hard to configure right in any case I changed the algorithm for computing the rate limit. See here,
