 Description   

Since snapshots help speeden up recovery we should consider doing a snapshot at the end of recovery as well. This way we can ensure that subsequent restarts will not need to process the same journal entries that were encountered in the current recovery process.

Triggered Capturing snapshot at end of recovery (RaftActor.java).
Impacted existing unit test scripts (RaftActorTest.java, ReplicationAndSnapshotsIntegrationTest.java, ShardTest.java) fixed.
