 Description   

this bug is to track a job failure where a controller is not coming "UP" in the 3node cluster deploy job. "UP" simply means that the controller was started and it eventually
started giving a 200 response to a call of /restconf/modules

two runs were done for RC2 and both had this same result. attached are two karaf.log files
from those runs.

more info will be added as we debug more.

Seems restconf bundle was not started during you issuing get /restconf/modules query.

How long did you wait till issuing this queries?

That's an important detail. The setup script polls every 5s for 10m before giving up. here is the console log:

when this problem is not seen, the call returns a 200 in a little under 5m:

I assume this was specific to Li RC2 and is no longer an issue.

yes, this was created for RC2 and although it does show up from time to time, I don't think it's the same issue from RC2.
