 Description   

There is a need to provide a JMX query API which can be used to check the operational status of the controller. If the config-subsystem fails to load modules then it should be able to report that.

This can be used by integration tests to determine if it should proceed with the tests or not.

This has since been accomplished with the system ready functionality in infrautils.
