Add specific instructions to release notes / upgrade considerations regarding blowing away etc/ folder, changes in netconf where config is loaded in datastore instead of xml config. 05-clustering file has changed, and needs to to have a release note. There may need to be a manual process of grabbing snippets of config from xml files and loading into the data store to upgrade netconf.
