 Description

Referring to the email at:
https://lists.opendaylight.org/pipermail/discuss/2013-May/000100.html

there has been a request to enhance the controller code to work with the PDE tooling already available in eclipse. Such request boils down to following actions:
1) Provide a target-platform for the controller
2) Due to #1 we need to have a P2 repository mirroring the bundles expressed as dependencies in the maven parent pom
3) Provide and OSGi launcher that can use the target-platform

There is no need to have the bundle to move from maven-bundle-plugin to eclipse-plugin because already m2e when parsing a pom create an eclipse plugin with PDE in the eclipse project.
