 Description

Currently, there is a Bug [0] in Carbon which makes pushing cardinal.xml to take 13 minutes. In CSIT, suites unrelated to Cardinal are failing, because the temporary deadlock prevents other configfiles from applying.

This is a Change Request to make pushing configfiles non-blocking, so that unrelated configfiles are applied without excessive delay.

Lowering severity as no configfile takes too long currently.

Multiple configurations cannot be applied concurrently, hence any attempt to do so will result in blocking to get to 2-phase commit.
