 Description   

Implement part of RPCs defined in CONTROLLER-1597.

Some scenarios needs control over which cluster member registers which global RPC implementation and when.
CONTROLLER-1597 defines few RPCs needed for Robot tests to exercise such control.

Currently that would be ll:register-constant, ll:unregister-constant and llt:get-constant.

get-constant does not return the string from register-constant rpc
