 Description   

Implement part of RPCs defined in CONTROLLER-1597.

Some scenarios needs control over which cluster member registers which singleton application (to register RPC) and when.
CONTROLLER-1597 defines few RPCs needed for Robot tests to exercise such control.

Currently that would be ll:register-singleton-constant ll:unregister-singleton-constant, llt:get-singleton-constant.
