 Description   

Implement part of RPCs defined in CONTROLLER-1597.

Some scenarios needs control over which cluster member performs a steady stream of datastore writes and when.
CONTROLLER-1597 defines few RPCs needed for Robot tests to exercise such control.

Currently that would be ll:write-transactions.
