Description

Implement part of RPCs defined in ~~CONTROLLER-1597~~.

Some scenarios needs control over which cluster member produces a steady stream of DOMDataTreeProducer transactions and when.
~~CONTROLLER-1597~~ defines few RPCs needed for Robot tests to exercise such control.

Currently that would be ll:produce-transactions.
